You won't see your account's permissions from the start. As cliché as it may be, it's important to understand that PPC is a marathon, not a sprint. It takes time to establish a solid account structure, expand keywords, identify negative content, and test ads/landing pages. Additionally, you can start with a low score, which will hurt your average position and CPCs. You will see your ranking start to change once you establish your Google street cred and prove that you have created an account that provides a good user experience (usually takes 4-6 weeks).
